Sound Practices for Responsible Adoption of Artificial Intelligence

Response to the FSB's consultation, published by the G20's financial stability body alongside submissions from JPMorgan Chase, UBS, Visa, Mastercard and the IIF. Names validation capacity risk, the gap between how fast institutions adopt AI and how fast their model oversight can scale, and argues for dynamic oversight escalation triggered by thresholds rather than a static label applied at deployment.

File No. S7-2026-20, the Trade-Through Rule and Regulation NMS

Comment on rescinding Rules 611 and 610(e), taking no position on the rescission itself. The narrow point: the Commission's remedy for crossed markets is to exclude affected orders from Rule 605 execution-quality statistics, which works because crossed markets last about four milliseconds a day. Rule 610(e) is what makes that number small, so the remedy's premise is produced by the rule being removed.

Regulatory Notice 26-14, modernizing Rule 2210

Comment letter on supervising communications that a generative model writes. When a person drafts one message, reviewing the message is a control. When a model drafts ten thousand, the unit of supervision has to move from the message to the model, using the pre-deployment validation, monitoring and independent challenge that model risk management already runs on.
